• Senior Functional consultant and Design Lead for the design works for the Roads Management Center Software solution (RMC-SS), an Integrated Transportation Management System for Qatar?s Road management Center RMC that integrates all existing & future Intelligent Transportation Systems and field devices on Qatar?s road network, and associated control rooms to enable one-point operations and control the systems and safe decision making. The System is delivered in 5 consecutive phases between Feb 2019 and Feb 2024 and in an Agile process.

• The design process include activities at Clients site and in the back office carried out by teams in Europe and Qatar.

• The design works follow the international SCDL and ISO/IEC/IEEE 15289 system engineering's guidelines and comprises all stages from the development from the concept of operations (ConOps) and Standard operating procedures (SOP), requirements elicitation and classification of more than 1200 Business requirements using the requirement management tools (Jama & confluence) and as per the business needs and in coordination with all projects stakeholders, over to the System specifications (SRS) and the development and system performance management plan.

The Department of municipal affairs implemented this project the planning, design and delivery of a statewide enterprise road asset management solution for 3 municipalities covering more than 50 thousand km of paved roads in Urban and rural areas in Abu Dhabi emirate using a world leading modular software the project.

• The role as technical system delivery manager and a senior functional consultant for the GIS based Road Asset Management System (RAMC) and responsible for the system design including business requirements analysis and requirement development, system design reports and Asset data modelling and ETL data processing plan.

• Developed asset management engineering standards and system procedures in cooperation with SMEs of Road Asset Management Engineering. The standards included system managed asset deterioration predictive Models, asset valuation and depreciation, strategies for maintenance engineering needs analysis and budgeting for the entire road network supported by a decision-making matrix.

• additionally, was responsible for the development of a Linear referencing system for road assets and data management and data management works including GIS integration and data base and ETL processing plan including processing and upload of historical asset inventories and recent surveyed condition data in GIS and other digital formats from all municipalities.

• Product Development: Use Case and Solution Design of specialist software for Road network connectivity planning (ViaCity®).

• RTA established an enterprise level center with an integrated interagency platform for the management and operation of the individual transportation systems and agencies in Dubai Emirate during emirate level events and crisis situations.

• The platform integrated the traffic management frameworks and further intelligent transportation systems and control rooms as well as all public transportation systems (Metro, Bus and Taxi).

• Within the role as system integration and senior functional consultant, was responsible for the planning and supervision of works around the design and development of the interfaces required to integrate all transportation sub systems in the scope of EC3 including quality assurance.

• The planning included the development of assessment reports about the needs and maturity of integration with sub systems and agencies at the system and business levels and a process for monitoring needs and maturity.

• The supervision included the quality assurance of interface designs and compliance with RTA requirements and consideration of agency constraints.

• Planning and provide technical support of the ITS hand over activities from DOT and developer projects to the DoT into the O&M phase, including Stakeholders and technical team?s coordination, documentation and monitoring phase progress and Quality Control.

• Leading the Implementation of the Quality Management standard ISO-27001 and Supporting the Implementation of the Info Security Management standard ISO-9000 within the Division and the TS section and the All Preparation activities for the ISO Certification.

• Management of the first comprehensive field survey for the inventory of the ITS communications infrastructure including the project planning, implementation and development of the Fiber Optic Network Asset management GIS Data base in Abu Dhabi Department of Transport.

• System Design and Implementation of the 1st Network management system CNMS, Optical Network Monitoring System ONMS and Computerized Maintenance System CMMS for the ITS communications network infrastructure.

• Established the ITS communications Systems and Data Team in the i-ITS division, developed business plan and procedures for Network asset Data management, Data Analysis, Data QA/QC and Documentation. Staff training and Team Management of the Infrastructure Data and systems (2 GIS technicians, 2 Data analysts and 2 field inspectors).

• Development of the sections integrated process manual for the i-ITS communications section, and assisted ISO Certification project.

• Implemented an in-house project for the design and development of the first set of Transportation GIS applications for the traffic management center (TMC) including business requirements elicitation and developing SRS. The responsibilities within the program included:

  • developing a relational data model for TMC transportation data including road network performance and Travel Time and historical data, traffic incidents and road safety and road condition data.

  • introducing a location linear referencing model in compliance with TMC business needs for referencing traffic data, road network Infrastructure and events data and provided a set of GIS tools for road network analysis and reporting.

  • Developing QA/QC guidelines for the Integrated GIS applications for Intelligent Transportation system and traffic data.

    Developed an In-house ITS asset maintenance data base application for managing daily maintenance works and Job tracking.

  • Managing the GIS data ETL team and analysis works to support ongoing activities and ITS Engineering Projects within the TMC.

• Supervision of the development of the Traffic Signal Network data base, which was basically initiated by the Abu Dhabi Municipality and alignment of the application with other ITS assets and the ITS business requirements.
